There is a post office next to Keihan Fushimi Inari Station. If you go up the stairs to the second floor, there is Kanoko Cafe. Drinks provides coffee, soda and green tea . food also provides waffles, toast, pizza and pasta. It will be enough for breakfast. However, business hours often change and irregular holidays. When it's closed, you look up to the sky and head to the next candidate.

A bakery located on the first floor of the south building of the housing complex. They have plenty of sandwiches and pastries, so you can use it not just for breakfast but also for lunch. There's seating for about four people. It's a bit far from Fushimi Inari Shrine. it's nearly a 1 km walk west.
This shop is not aimed at tourists; locals use it. It's tasty and reasonably, so you'll end up buying several breads. And maybe because it's a bakery, it's open early in the morning. Thursday is a regular holiday.

Open 24 hours. But it doesn’t really have a Kyoto vibe. If you want to enjoy Japanese food, go for the teriyaki burger. They have both Coke and Fanta for drinks, but if you like coffee, I recommend the premium roast coffee. About 10 years ago, there was a low-priced coffee boom in Japan, and the quality of coffee at fast food restaurants and convenience stores improved.
If you walk about 1 km west from Fushimi Inari Taisha, you'll come to a big road with two lanes on each side (Takeda Road). If you go 500 meters south on that road, you should see it on your left.
In my impression, after the pandemic, the number of stores that close irregularly or change their business hours irregularly has increased. You need to be careful because sometimes it's different from what Googlemap or Yelp says.
If you don't pick a store, just walk from Vermillion to McDonald's and go into the first place that's open.
